A Statement on Executive Neutrality and the Path to Cecil 2.0

The bedrock of dynamic, efficient local government is a distinct separation of powers. My primary obligation will be to the taxpayers of Cecil County, not the status quo.

The bedrock of dynamic, efficient local government is a distinct separation of powers. Our system was designed with checks and balances, ensuring that the County Council acts as a separate, independent body to provide essential oversight on the proposals, the budget, and the vision set forth by the County Executive’s office. Recent developments in the race for Cecil County Council have drawn public attention to the principle of executive neutrality. There had been prior indications that the Executive branch would remain neutral in this primary, a position that would have respected the critical boundary between the executive and legislative functions of our government. The subsequent shift to a formal endorsement of my opponent, an established incumbent and the current Council President, is a notable departure from that principle. Voters should not view this endorsement as simply a change of mind. It is a profound confirmation. It is confirmation that the "business as usual" of career politics -characterized by complex, multi-million dollar budget windfalls and hidden tax hikes - feels directly challenged. It is a confirmation that my platform of "Results, Not Rhetoric" - fueled by my background in finance, data analysis, and the discipline of a BJJ Black Belt - is seen as a threat to the comfortable status quo. An independent voice on the County Council is not an obstacle to progress; it is an absolute necessity for fiscal stewardship. My primary obligation will be to the taxpayers of Cecil County, not to the interests of the administration in Elkton. I am running to be your shield against hidden hikes and a steward of your hard-earned dollars. For our county to reach its full potential, the County Council must ask the tough questions, demand transparent answers, and utilize data to make decisions. That is the only path to a stronger, more efficient, and truly representative "Cecil 2.0." I respect our current County Executive, and I am prepared to work collaboratively with him and any member of our local government. However, I will do so as an independent, equal partner, always prioritizing the needs of my neighbors above all other political considerations. The future of Cecil County is in your hands. I ask for your vote in the Republican Primary on June 23, 2026. Ken Schmid Candidate, Cecil County Council, District 3
